CBMS Development Grant Program Announces 2005 Grant Winners
The CBMS Network Coordinating Team in collaboration with UNDP Philippines and the Peace and Equity Foundation (PEF) has awarded a total of P1.75M to 10 organizations from all over the country to finance barangay-based poverty reduction programs which were identified using data gathered through the Community-Based Monitoring System (CBMS).
The recipients received their certificates of award during the awarding ceremonies held last February 20, 2006 at the Angelo King International Center. The 10 winning grant applications were chosen from nearly 60 proposals submitted last year by a wide variety of public and private organizations including local government units, people's organizations, non-government organizations, cooperatives, and faith-based organizations.
The 2005 grants were awarded by the Secretary Datu Zamzamin Ampatuan, Lead Convenor of the National Anti-Poverty Commission to the following organizations:
Labo Market Vendors Multi-Purpose & Transport Service Cooperative
Labo, Camarines Norte
Project: Machine Decortications of Formosa Pineapple Leaves
Amount of Grant: P150,000.00
The project aims to establish a self-sustaining decorticated pineapple fiber production center to be run by organized "bayanihan" group of pineapple workers.
Kooperatiba ng Maliliit na Magniniyog ng Brgy. Kanapawan
Labo, Camarines Norte
Project: Establishment of Patchouli & Ipil-Ipil plantation
Amount of Grant: P150,000.00
The project aims to establish a Patchouli Plantation intercropped with Ipil-Ipil. Patchouli (Pogostemon cablin) has been identified as an essential oil bearing aromatic plant with immense export potential. Patchouli oil production is a labor intensive, low cost agro-base cottage industry, which can give large-scale employment in rural areas such as Brgy. Kanapawan in Labo, Camarines Norte.

Project: Cassava, Corn and Soybean Production
Amount of Grant: P150,000.00
The project aims to establish cassava, corn and soybean plantation whose produce will serve as inputs to the community feedmill.
Igabas Goat-Raisers Association
Brgy. Igabas, Magsaysay, Palawan
Project: Goat-Raising Project
Amount of Grant: P150,000.00
The Goat-Raising Project is proposed as an answer to the high poverty incidence rate in Brgy. Igabas, Magsaysay, Palawan. The project will be done through dispersal of 100 heads of mature goats to members of the organization. This will be done yearly until it covers all the households with income below the poverty threshold.

Project: Mount Moriah Water System Project
Amount of Grant: P150,000.00
The project aims to address the lack of access to safe water by putting up a water system that includes a pumping station. Water supply is problematic in the community, especially during the summer months. This situation forces households to buy water, money which could otherwise be used for livelihood.
Mayor Tomas N. Pizzaro
Torrijos, Marinduque
Project: Improvement of Waterworks system in Brgy. Bangwayin, Payanas and Talawan
Amount of Grant: P200,000
The grant will be used for the construction of water tanks and provision of pipelines for distribution of water to cluster households. The project will improve the waterworks system in these barangays which are located in the mountainous and interior part of the municipality. The main sources of water in these communities are small springs and deep well.
Mayor David G. Aurello
Dumaran, Palawan
Project: Seaweeds Farming and Marketing Livelihood Project
Amount of Grant: P200,000
The project will serve as an alternative livelihood for the residents of Brgys. Sta. Teresita and Capayas whose household income fall below the poverty threshold.

Cabucgayan, Biliran
Project: Plant Corn Now-Pay Later
Amount of Grant: P200,000
The project aims to establish techno-demo farms in 10 barangays that will serve as a showcase of proper and timely application of farm inputs as well as demonstrate the use of quality seeds.

Brgy. Canipo, Magsaysay, Palawan
Project: Construction of Level 1 Water System
Amount of Grant: P200,000
The project aims to lessen the burden of households in Brgy. Canipo in collecting water. CBMS Survey results in the island barangay show that access to safe water is one of the major problems of its residents. At present, only shallow wells are available in the coastal areas of the barangay.
Brgy. Chairman Basilio Lagan
Brgy. Lubid, Cuyo, Palawan
Project: Construction of Level 1 Water System
Amount of Grant: P200,000
The project aims to address the lack of access to potable water which is the main problem of the residents of Brgy. Lubid. At present only one rain collector is serving water to the households. In the absence of rain, mainland Cuyo which is 10 miles away from the island barangay becomes the mains source of water supply.
Meanwhile, a second batch of awardees is expected to be announced in the next couple of weeks. This time, the program will award at least P6.25M for winning projects with a maximum award size of P200,000 and P150,000 for UNDP and PEF Grantees, respectively.
