PEF works directly with organizations that serve the struggling households in the poorest communities. Applications for support must meet the following eligibility criteria:

Project Eligibility

The project should respond to the problems of poverty and marginalization, and bring tangible results to the poor families or community within 3 to 6 months of project implementation.

PEF favors project proposals that use a "tried and tested" methodology as we build on the proponent's experience in delivering the intended results. The proponent is thus encouraged to study successful approaches and adapt these to local conditions.

Proponent Eligibility

Project proponents must be civil society organizations such as people's organizations, non-government organizations, cooperatives, faith-based groups, and similar entities.

Proponents must have:

  1. the capability to manage and implement proposed projects as proven by their track record and experience in similar development projects,
  2. a sound and operational financial management system, e.g., financial records and books of accounts, audited financial reports, presence of financial policies and systems; 3.clear vision-mission-goals as well as management structures and strong organizational leadership and;
  3. credibility with the beneficiary community or organization.

Policy of Assistance

  1. Institutional Support
    • Covers needed resources by the institution (e.g. salaries, staff dev't, equipment)
    • As a rule, PEF shall only support staff directly involved in the project
  2. Beneficiary Development
    • Refers to activities to develop community participation in the project (e.g. seminars, field trips, etc.)
      Grants may be provided for Institutional Support and Beneficiary Development components.
  3. Direct Project Cost
    • Refers to service or product that will be directly provided to the community or sector
      All Direct Project Costs are expected to be sustained by the proponent/community after PEF assistance
      As a rule, support for income-generating activities shall be given out as loans
  4. Priority Areas
    Projects from any of the high-poverty provinces in the country will be considered by PEF particularly those implemented in the fourth, fifth, and sixth class municipalities and in urban poor communities.

  6. Proposal Requirements
    Aside from the Project Proposal itself, the following should be submitted:
    1. Organization-Related Documents
      • Copy of SEC/PCNC/CDA Registration
      • Copy of Proponent's Articles of Incorporation and By-Laws
      • Audited Financial Statements of Proponent for the last two years
      • Notarized Board Resolution indicating the requested assistance from PEF and naming at least two authorized representatives who will sign all documents pertaining to the project
      • Curriculum Vitae of the officers and management staff of the organization
    2. Project-Related Documents
      • Location map showing project sites/areas
      • Detailed financial schedules of proposed budget (including notes and assumptions)
    3. Project-Specific Documents
      • Business Plan (if project is an enterprise)
      • Guidelines for Revolving Credit Funds (if applicable)
      • Documents showing proof of approved funding (if the project will use counterpart funds from other donors)
      • Plan, drawings, specifications for infrastructure, machinery and equipment, etc. (if applicable)
      • Training Design (if applicable)
