The Peace and Equity Foundation (PEF) has objectives to popularize the use of development and poverty indicators with simple color-coded charts and maps based on statistical data for easy reference and understanding. The simple color-coded ranking is meant to help development institutions and individuals appreciate patterns of statistical observations on development and poverty situations in the country. Hopefully, the map may also help in targeting priority areas and sectors for development work at the municipal level. The purpose of the ranking is to get to the bottom, or worse-off, 20 percent (approximate) municipalities in terms of each indicator.

PEF Development Index

The PEF Development Index is an index for PEF to have a sequential ranking of municipalities based on a number of chosen indicators. It is simply the average of the 10 index values chocen by PEF based on its developmental thrust and mandate. Performance of each indicator is expressed as a value between 0 and 1 by applying the following general formula:

The PEF Development Index of Quezon Province is the average of the following indices:

  1. Households with access to potable water
  2. Infant Mortality Rate
  3. Child Participation Rate
  4. Households ith access to sanitary toilets
  5. Elementary Participation Rate
  6. Elementary Cohort Survival Rate
  7. Secondary Participation Rate
  8. Secondary Cohort Survival Rate
  9. Literacy Rate
  10. Proportion of Households Owning/Amortizing Lot
  11. Proportion of Households Owning/Amortizing House
  12. Proportion of Households with Strong Walls
  13. Proportion of Households with Strong Roofs
  14. Crime Rate
